2. By paper absentee ballot.

You can mail your ballot to P.O. Box 608, Woodbine, GA 31569 or deliver it in person to the Elections Office at 200 East 4th Street, Woodbine, GA 31569.
O.C.G.A. § 21-2-385 says that any one of the following people can mail or deliver your absentee ballot for you: your mother, father, grandparent, aunt, uncle, brother, sister, spouse, son, daughter, niece, nephew, grandchild, son-in-law, daughter-in-law, mother-in-law, father-in-law, brother-in-law, sister-in-law, or someone residing in your household, or (if you are disabled) your caregiver.
